Human resources refers to all employees of the college with their energies, aptitudes, skills, values, trends and demographic characteristics, namely managers, leaders, technicians and employees, permanent and non-permanent employees employed by the college, and these resources provide various contributions and continuously in order to achieve its goals .
Human resources contribute to the formation of competitive advantage through their skills and experience, Despite the importance of material resources represented by capital, assets and equipment ,human resources in the college are much more important than the importance of material resources.individuals are the ones who think and create ,and they are the ones who plan,implement,supervise and follow up. without human resources, all other resources lose their meaning and real value. the college has skilled and well-qualified human resources that enable it to perform its various activities more efficiently. it can also be said that human resources management is the chain of decisions related to functional relationships affecting the effectiveness of the college and its employees.

Management objectives:

Tasks and competencies of the Department:
- The administration performs all tasks related to the staff of the college with regard to their rights and duties stipulated in the laws, regulations and the bases by which the college proceeds in performing its academic, administrative and financial tasks and doing all the studies required by the College; in this framework, it specializes in :-
- Preparation of organizational and functional structures and foundations, identification of tasks and competencies for various functions .
- Preparation of laws, regulations and foundations that regulate the rights and duties of college employees at various levels from appointment to the end of Service .
- Preparation of statements of incumbents of senior leadership positions " teaching staff, teaching assistants, staff and workers ".
- Prepare statements of those who work with a monthly bonus (professors, employees, workers).
- Preparation of letters of appointment for all sectors leading teaching staff teaching assistants and technicians
- Prepare the files of all employees .
- Participate in the preparation of the budget of the first chapter on salaries, wages and employee benefits provided for by the regulations .
- Participate in the discussion and approve the annual college budget proposals .
Apply the college policies in accordance with the regulations and carry out the following activities :
- Advertise academic or administrative vacancies according to the required specialties, qualifications and experience .
- Receiving appointment requests for the required positions and submitting them to the chairman of the board of trustees, Dean ,agent.
- Supervising the work of the appointment committees of professors, inspection committees and the appointment of administrators and employees .
- Issuing appointment offers of various types for academic and administrative positions according to the terms of service at the college .
- Prepare what is necessary for the promotions and Promotion Committee for higher grades and provide the necessary information to it according to the conditions of promotion.
- Supervising the movement procedure and following up on its implementation for work sites in various departments and departments of the college .
- Issuing vacations, bonuses, bonuses and incentives to professors, employees and workers .
- Supervising the work of the investigation and accounting boards and contacting the labor office in this regard .
- Pensions, after-service benefits and follow-up procedures at the National Social Insurance Fund.
